SA has spent 2.8b so far, including all CNRs, t2 ships, mods, implants, everything. That includes replacing all the ships we've lost. That's 5.6 mil isk per pilot if you have 500 pilots. Even if you are an empire roleplayer, you can make that in an hour or two running level 4 missions for the Republic Fleet in your Tempest or Typhoon. It's not free, but for an entire alliance it's really not too much to ask.
You assume all in the alliance can run lvl 4 missions. You need to invest in them firstly and have enough skills and equipment to survive. I would estimate Ushra'Khan to be sitting on a base of around 35% members of less than a year in the game. These people are not rich.
On that fact, beyond the tourney, they is still a game to be played as well and most of our focus is there. The money you describe as being made 'easy' gets flushed away daily in our wars and having to deal with constant siege in our outppost system. Besides the CVA, how many other alliances with about 240 people have an outpost? We don't have high numbers on at the best of times and when we do there is usually a hell of a lot do do as well. Se as well as the money, there is pilot availability and practice times. Derran, Eddie and the rest of the team will have come from alliance related action to the tourney, and then right back to alliance related action again because we can't spare them all the time.
Watching EVE-TV it is clear thatmany alliances have sidelined their pilots entered so they can find a quiet system and practice 5 ship tactics with logistic drones and the like. Ou tactics didn't have the time to leave the note pad before the fight. ------
